Do I need to be connected to either WiFi or cellular network to scan a driver’s license?

Yes, you need to be connected to either WiFi or have a cellular data connection to register a customer on the app (which includes scanning their license). The speed in which the process takes would depend on how slow the WiFi you are currently using and the distance you are from the wireless router. If there is no WiFi connection, the time it would take to process would depend on if your device has 3G or 4G/LTE.
